Joe Couture - Executive Director

Has worked in Public Housing and Community Development Programs over the past 35 years. He has been Executive Director at both the Somersworth and Portsmouth Housing Authorities in New Hampshire and Executive Director of the Osceola County Housing Authority in Kissimmee, Florida. Mr. Couture is a certified Public Housing Manager and Rehabilitation Finance Specialist and he is a graduate of the University of New Hampshire.

Linda A. Asselin - Section 8 Program Manager

Have been with the Portsmouth Housing Authority since June of 1984. I started out as an Occupancy Specialist doing application intake and recertification interviews. After a year and a half I was promoted to the Section 8 Certificate Program Manager, which is now known as the Section 8 Housing Choice Voucher Program. In the late 80’s early 90’s I also managed the Wamesit Place Development, the Keefe House, and the Atlantic Heights Tax Credit Development. Besides the Section 8 Housing Choice Voucher Program I have worked in Public Housing, Managed Properties, and Tax Credit. Some of the certifications I hold are PHM (Public Housing Manager), Tax Credit Specialist, Certified Occupancy Specialist, and HCV(Housing Choice Voucher) Executive Management certification.

Carol A Murphy - Property Manager

I have been employed by the Portsmouth Housing Authority team for nine years and attained several positions in that time. I was hired in the Millennium year as a Marketing and Leasing Aid. In this position I grew quickly as there’s a lot of work to do and teamwork is a must! I have had training in several areas of this business and got my Housing Specialist Certification by Millennium year end. Since that time it has been followed by Certified Occupancy Specialist, Certified Assisted Housing Manager and Tax Credit Specialist to name a few. At the expense of sounding like a “specialist” in everything in housing please know this is a world that is constantly changing. Therefore annual training is required to keep up with changes constantly implemented by HUD.
